Planning a Barndominium in Comal County
Barndominium builders in New Braunfels work at the point where the Texas Hill Country meets rolling prairie land. New Braunfels is the county seat of Comal County. The Comal River rises at Comal Springs, a string of artesian springs along the Balcones Fault, and runs about 3 miles through the city before joining the Guadalupe River. In Comal County, the Balcones Escarpment runs northeast, generally just west of I-35, and the Guadalupe River is held back by Canyon Lake.
Comal County septic, step by step
Comal County publishes its own process for on-site sewage facility permits, and it matters for every rural barndo:
- A qualified site evaluator conducts a site and soil evaluation, including required separation distances.
- A treatment system is chosen to fit the site and soil conditions.
- Standard systems can be planned by installers; more complex systems need a registered professional engineer or registered sanitarian.
- The application goes in the property owner's name, and the authority reviews it, sometimes with a site visit.
- Construction of the system cannot begin until authorization to construct is issued, and that can be withheld if a needed Flood Plain Development Permit has not been issued.
- The installer builds the system to the approved plans, and three inspections are required during installation.
- The system cannot be used until the county issues its final approval.
The recharge zone rule
Comal County requires planning materials from a professional engineer or registered sanitarian for all septic systems in the Edwards Aquifer recharge zone. Lots smaller than one acre served by a private well also need professional planning. The Edwards Aquifer feeds Comal Springs, and TCEQ requires special permits for construction in the recharge zones, so a hill lot west of town can carry more review than a prairie lot east of it.
Flood country
New Braunfels and San Antonio are among the most flood-prone areas in North America. The October 1998 floods killed 32 people across Central Texas, and the June 30 to July 7, 2002 storms dropped 35 inches of rain and caused 12 deaths. May, June and October are the wettest months, and annual precipitation averages 35.74 inches. With both the Guadalupe and the Comal nearby, floodplain checks are not optional.
Building rules outside town
New Braunfels and the other cities issue their own permits, and their building codes control in their extraterritorial jurisdictions under state law. In unincorporated areas of counties covered by Local Government Code Chapter 233, Subchapter F, new single-family homes must meet the IRC as published May 1, 2008, or the county seat's version, and the subchapter does not authorize county zoning.
Rapid growth
New Braunfels was the third-fastest-growing city in the United States from 2010 to 2020. Comal County grew 48.9 percent over that decade, from 108,472 to 161,501 residents, and its 2025 estimate tops 209,000.
Fitting the build to the septic
Because Comal County ties septic approval to site evaluation, separation distances and flood permits, the house and shop footprint should be sketched around the septic area rather than the other way around. Changes to an approved septic plan need the permitting authority's approval, so we settle the building location before the septic design is submitted.

New Braunfels Questions
Does my Comal County lot need an engineered septic system?
If it is in the Edwards Aquifer recharge zone, Comal County requires a PE or RS to submit the planning materials. Lots under one acre on a private well need professional planning too.
Can I start building before the septic is approved?
System construction cannot begin until authorization to construct is issued. We line up the septic process with the rest of the schedule so it does not hold up the build.
How do I know if my land near the Guadalupe is in a floodplain?
We check flood maps before site planning. Comal County can withhold septic authorization if a needed Flood Plain Development Permit has not been issued.
Is building near Canyon Lake different from building near New Braunfels?
Hill sites west of I-35 tend to have more rock and are more likely to be in the recharge zone, which adds review. Prairie land to the east has fewer of those issues.
