Choosing High Ground for a Kerrville Barndominium
Barndominium builders working around Kerrville cannot talk about land without talking about the river. Kerrville, the county seat of Kerr County, is one of the larger towns on the Guadalupe River, which rises in Kerr County where the North and South Forks meet and runs about 230 miles to the coast. In the early hours of July 4, 2025, the river surged 21 feet in one hour at Kerrville. Upstream at Hunt, the gauge recorded a 26-foot rise in 45 minutes before failing at 29 feet, and the river later crested at 37.52 feet, the highest ever recorded there.
We start with that history because it should shape every decision about where a home goes on Kerr County land.
What happened in 2025, briefly
A flash flood emergency was issued for Hunt and Ingram at 4:03 a.m. on July 4, and for Kerrville and Center Point at 5:34 a.m., with a warning of catastrophic damage. Parts of the watershed received more than 20 inches of rain. Kerr County had 117 confirmed deaths, the most of any county, and a federal disaster declaration followed. The county had no dedicated flood warning system at the time.
What that means for your site
Mapped zones are a starting point, not the whole story. In 2011 FEMA placed Camp Mystic in a special flood hazard area, and between 2011 and 2020 it removed 55 buildings from that hazard area after appeals. A lot that sits just outside a mapped line can still be in harm's way. We look at the map, the terrain, historical high water and where runoff collects.
Pick the pad before the plan. On a riverside or creek-side tract, the right spot for the house may be a long way from the water and the view. A barndominium with the shop on the downhill side and living space on the high side is one way to use a sloped lot.
Think about the road out. If the only access crosses a low-water crossing, that is a safety issue in a storm as well as a construction-access issue.
Hill Country ground
The Hill Country has thin topsoil with exposed rock and boulders, which is the same reason water runs off so fast instead of soaking in. Expect limestone in footing and utility trenches. Ashe juniper and live oak are the common trees, and clearing for a pad, septic field and driveway is usually part of site prep.
Permits and septic outside town
Inside Kerrville, city codes apply. In unincorporated parts of counties covered by Texas Local Government Code Chapter 233, Subchapter F, Section 233.153 sets the May 1, 2008 International Residential Code (or the county seat's version) for new single-family homes. It does not require county approval before construction starts and does not authorize county zoning. Where a city has adopted a building code for its extraterritorial jurisdiction, that code controls instead. Floodplain rules, driveway rules and septic permits still apply. TCEQ's OSSF program identifies the authorized agent for septic permits in each county, and in river country the septic field needs high, well-drained ground too.
Building to last here
- Finished floor set well above surrounding grade and known high water
- Anchored steel or post frame designed for the site
- Utilities and HVAC equipment raised where practical
- Spray foam and vapor control for long hot summers
- Gutters and grading sized for Hill Country cloudbursts
Rebuilding after the flood
Families replacing a damaged home sometimes look at a barndominium because the shell goes up quickly and the layout is flexible. Rebuilding in a flood hazard area can carry its own requirements, so confirm the rules for your parcel with the floodplain administrator before design is final. A Disaster Recovery Center opened in Kerrville on July 10, 2025.

Kerrville Questions
Is my lot outside the floodplain map safe?
Not necessarily. The 2025 flood went beyond what many expected. We look at the map, the terrain and known high water, and set the pad and finished floor with margin.
Can I rebuild as a barndominium after flood damage in Kerr County?
Often, yes. Rebuilding in a flood hazard area may come with elevation or other requirements, so confirm them with the floodplain administrator before design is final.
How does rock affect a Kerrville-area build?
Limestone near the surface adds time to footing, trench and septic work. We plan for it in the site evaluation.
Where should the septic field go on a river tract?
On high, well-drained ground away from the water, as allowed by the site and soil evaluation the county's authorized agent requires.
